SAN DIEGO (KUSI) – A Sentencing is scheduled Thursday for a Navy petty officer who was under the influence of alcohol when his pickup truck flew off a transition ramp to the San Diego-Coronado Bridge and crashed into a crowd in Chicano Park killing four people.Navy Petty Officer Richard Sepolio has been sentenced to 9 years and 8 months after driving off Coronado bridge, killing 4 people.27-year-old Richard Anthony Sepolio was convicted in February of vehicular manslaughter while intoxicated and DUI causing injury in connection with the October 15th, 2016 crash.The crash killed 50-year-old Annamarie Contreras, 52-year-old Cruz Contreras, 49- year-old Andre Banks, 46-year-old Francine Jiminez and seriously injured seven others.Sepolio was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury.The same jury acquitted him of four counts of gross vehicular manslaughter while intoxicated, seven counts of reckless driving and one count of driving over the legal alcohol limit and causing injury.Deputy District Attorney Cally Bright told jurors Sepolio chose “to drive irritated, impaired and impatient.” In addition to having drinks prior to getting behind the wheel, Sepolio was arguing with his girlfriend on the phone just moments before losing control of his truck on the bridge, the prosecutor said.Sepolio testified he was driving on the transition ramp — a route back to Coronado that he had driven more than 90 times before — when he sped up to merge in front of another car and lost control.The defendant said he remembered being on top of a freeway barrier looking down, then waking up in the park and being pulled out of his truck. Sepolio said his memory was mostly “cloudy” about what happened after his truck plunged into the crowd below.On the stand, he denied arguing with his then-girlfriend on the phone just before the crash, but admitted on cross-examination that he’d just left a lunch with a female Navy colleague where “the idea was to go out and have a good time.” Sepolio testified he had a glass of alcoholic cider and a glass of wine at lunch before heading back to Coronado.Whether Sepolio was intoxicated was a point of contention during the trial, particularly with one blood sample not tested for more than a year after the crash, according to his attorney.While the jury did not find Sepolio guilty of the greatest charge he faced — gross vehicular manslaughter while intoxicated — jurors agreed that Sepolio was under the influence.Bright said she believed Sepolio was grossly negligent due to driving while under the influence and distracted, but supported the jury’s findings, which included its rejection of the charge that Sepolio was intoxicated above the legal blood-alcohol limit. Volvo and The Harris Poll released a new study that looked at the effects of driving with an unrestrained dog and one that was restrained. While it may sound cruel, it’s actually good for dogs. A key highlight was decreased stress not only for the driver, but also for the dog.The study found that unrestrained dogs had a heart rate seven beats per minute faster than dogs that were restrained in some form. Drivers saw heart rates plunge by up to 34 beats per minute. Naturally, a lower heart rate corresponds with less stress.And while many may say their dogs are totally well behaved in the car, there was no denying the link between unrestrained dogs and distracted driving. While following 15 drivers over 30 hours of driving with their dogs, those who kept their dogs unrestrained were distracted for a total of 3 hours and 39 minutes. Hindu civil law allows men to have multiple wives, but there are officially no options for divorce, IANS says quoting a US government report.The International Religious Freedom Report for 2016 (IRFR), released in Washington on Tuesday, examined the marriage laws governing religious groups in various countries.Referring to IRFR, IANS said polygamy is permitted for Hindu men in Bangladesh.”Buddhists are covered under Hindu law and divorced Hindus and Buddhists may not legally remarry,” the report said.Women are also prohibited from inheriting property under the civil laws for Hindus, the report added.Several organisations, including Manusher Jonno Foundation (MJF), Ain o Salish Kendra (ASK), Bangladesh Mahila Parishad and Banchte Shekha have criticised the government for continuing to uphold these laws, IRFR said.”A survey conducted during the year by Research Initiatives in Bangladesh and MJF showed that 26.7 per cent of Hindu men and 29.2 per cent of Hindu women would like to obtain a divorce but did not do so because of existing laws,” it added.Although Muslims women have fewer divorce rights than men, courts must approve divorces and men have to pay former wives three months of alimony, the report noted.
BudgetFinance minister AMA Muhith on Thursday placed in parliament the budget for the 2018-19 financial year, with measures and literature to woo political constituencies ahead of the next general elections.Muhith drafted his budget speech, titled “Bangladesh on a Pathway to Prosperity,” with detailed description of the achievements of the Awami League for the past 10 years.“I am presenting this budget at such a time which is simultaneously the best phase of Bangladesh’s economic success and the last budget of the honourable prime minister’s consecutive second term,” he said.The minister earlier disclosed the size of the budget at Tk 4.64 trillion, an expansionary one, despite rising shortfall in implementation of the budget over recent years.The original outlay for the outgoing fiscal year was Tk 4.00 trillion and the finance minister has already revised it downwardly to Tk 3.71 trillion. Experts expressed apprehensions that around 20 per cent of it would remain unimplemented at the end of the year.Muhith’s speech includes a lot of political jargon and initiatives taken by the Awami League government during the past 10 years.The next parliamentary election is likely to be held in December this year.“The greatest success of our government, in my opinion, is bringing the war criminals, who committed heinous crimes against humanity during our liberation war, to justice, and the execution of the punishment given to the main perpetrators…. Arun JaitleyIndian Minister of Finance and Corporate Affairs Arun Jaitley arrived in Dhaka on Tuesday on a 3-day official visit to take forward the economic relations between the two countries and discuss ways to further strengthen the ties.Finance minister Abul Maal Abdul Muhith received the Indian finance minister when he arrived at Bangabandhu Air Base Movement Control Cell in Dhaka at 2:25pm, an official told UNB.He is visiting Bangladesh at the invitation of finance minister AMA Muhith, according to the government official.The two ministers are expected to review the status of economic cooperation and development partnership initiatives taken during the visit of prime minster of India Narendra Modi to Bangladesh in June 2015 and prime minister of Bangladesh Sheikh Hasina to India in April 2017.The Indian finance minister will hold bilateral meetings with his counterpart and other interlocutors in Bangladesh.India and Bangladesh have witnessed a deepening of bilateral economic cooperation in recent years, particularly in terms of increasing volumes of trade and investment flows, said the Indian High Commission in Dhaka.During the visit of prime minister Sheikh Hasina to India in April 2017, an Indian Line of Credit of US$ 4.5 billion was announced for Bangladesh.
.Six people were killed in alleged gunfights with law enforcement agencies in Cox’s Bazar, Dhaka and Gazipur early Wednesday, reports news agency UNB.In Cox’s Bazar, four people were killed in separate reported gunfights with Border Guard Bangladesh (BGB) and Rapid Action Battalion (RAB) members in Teknaf and Pekua upazilas.Among the four deceased two were Rohingya drug peddlers and two sea robbers, the BGB and RAB claimed.In Teknaf, BGB said one of their patrol teams stopped a group of Rohingya men who entered Bangladesh through the Kharangkhali border around 4:30am.“They suddenly opened fire when the BGB team challenged them, triggering a skirmish,” said Shariful Islam Jamaddar, acting commanding officer of BGB-2.“Two men were killed on the spot,” he said, adding that 190,000 yaba pills were recovered from there.Identities of the victims, however, could not be known immediately.In Pekua, two suspected sea robber were killed in a reported gunfight with RAB members in Magnama coastal area around 4:30am.RAB-7 said its team raided the area after being tipped off that a sea robber gang was preparing for robbery.“The sea robber opened fire as soon as the RAB team reached the spot, triggering a gunfight,” said Mehedi Hasan, company commander of RAB-7.Bodies of two sea robbers were recovered after the gun battle. RAB also seized eight firearms and 26 bullets from the spot.The bodies were sent to a local hospital for autopsy.In Dhaka, a man was killed in a reported gunfight with RAB at West Matikata in the capital city early Wednesday.The deceased, identified as 30-year-old Shafiqul, was wanted in a number of cases including that of murder in Narsingdi, RAB said.RAB-11 commanding officer lieutenant commander Kazi Shomsher Uddin said one of their teams raided the attic of a high-rise around Tuesday midnight after being tipped off about Shafiqul’s location.”Shafiqul and his two associates opened fire as soon as the RAB members reached the spot, triggering a gunfight,” he said.Shafiqul, wounded in the gunfight, was taken to Dhaka Medical College Hospital where physicians pronounced him dead, Shomsher said, adding that a RAB member was also injured in the incident.RAB arrested Shafiqul’s associates — Faurk and Pradeep — and recovered two pistols, bullets and a shotgun from the spot.In Gazipur, a suspected mugger was killed in an alleged gunfight with police at Ershadnagar Bashpotti in Tongi early Wednesday.The deceased is identified as Kawsar Mia, son of a certain Mintu Mia of the area. Police said Kawsar was accused in several criminal cases.Acting on a tip-off, a police team conducted a drive to arrest Kawsar, said Arifur Rahman, deputy commissioner of Gazipur Metropolitan Police.“He resisted arrest and opened firing on police, leading to a gunfight,” Arifur said.“Kawsar sustained bullet wounds during the skirmish and died while being taken to the DMCH,” he added.His cohorts managed to flee. Police said they recovered two firearms from the spot.Prothom Alo, however, could not verify the BGB, RAB and police’s versions of the incidents independently as no version was available immediately either from any witnesses or from any member of the victims’ families.According to the human rights group, Ain o Salish Kendra (ASK), a total of 421 people were killed in alleged gunfights, crossfires or shootouts with the law enforcement agencies in 2018.In January and February of 2019, the number of such killing was 50, the rights body said on its website.
